WHY this Declaration?
Europe is racing ahead to create a world-class AI ecosystem — one that boosts competitiveness, builds resilience, and stays true to our human-centered European values. In the coming years, the EU will channel €50 billion into AI research and development, alongside €200 billion for cutting-edge infrastructure and transformative applications. Member States and partner countries are joining in, amplifying the impact. At the heart of this effort, the Declaration and its Policy Recommendations provide a clear roadmap — ensuring investments are targeted, impactful, and accelerate the growth of a strong, future-proof European AI landscape.

WHERE will the Declaration be submitted?
The declaration and Policy recommendations will be delivered to the EU and national institutions responsible for research and innovation — especially to the bodies in charge of designing and implementing funding programs. There will be a public announcement in fall 2025.

WHAT is the Declaration about?
The Davos Declaration charts a bold course for Europe to lead in ethical, human-centric AI. Grounded in democratic values and scientific freedom, it calls for open collaboration, world-class infrastructure, and harmonized pro-innovation rules. It envisions AI that empowers people, drives entrepreneurship, protects rights, and advances sustainability. By uniting researchers, innovators, policymakers, and citizens, Europe can build a sovereign, inclusive AI ecosystem—competitive on the world stage and true to its values.

WHO are the initiators, enablers and supporters of the Declaration?
The idea emerged within the Next Internet Generation (NGI) Enrichers Program of Horizon Europe. In the summer of 2025, at a conference in Davos, a group of NGI Enrichers, along with leading experts and industry leaders, laid the groundwork for the Declaration and its Policy Recommendations. It is not an official document, but a bottom-up initiative by European citizens – supported by the European Commission, the Swiss Confederation, and many other partners.
